Larry Morgan Judy was born September 10, 1936 in Cynthia, KY, the only child of Anna Clough McCauley Judy and Harry Morgan Judy. Raised on a farm in Harrison County, Mr. Judy attended Harrison County Schools and graduated in 1954. The following two years he farmed and worked in construction to earn money for college.
In 1956, he entered the University of Kentucky majoring in Agriculture Economics and later changed to Civil Engineering. Mr. Judy graduated from the University of Kentucky in January 1961 with a B.S. in Civil Engineering with the Structural Option. While at UK he worked part time at the Kentucky Department of Transportation in Bridge Design. In February 1961, he accepted employment with Kentucky Department of Highways in the Bridge Construction Division.
In October 1962, Mr. Judy was employed by Maxon Construction Company of Dayton, Ohio. At Maxon Construction he worked in the heavy construction division as an estimator and project engineer, and obtained his Professional Engineer’s License in Ohio and Kentucky. Desiring to return to Kentucky and due to the age of his parents, he took a position with Hinkle Contracting in Paris, KY in April 1969. After one year, he was elevated to Division Manager of the firm’s building and heavy construction division, and a year later was promoted to Vice President.
Mr. Judy left Hinkle in May 1974 and formed a corporation with the late Charles T. Martin in Cynthiana. In 1978 Mr. Martin sold his interest to Mr. Judy, and soon after, the name was changed to Judy Construction Company. The company has performed projects for the Kentucky and Ohio Departments of Transportation, the Army Corps of Engineers, the US Postal Service, 3-M, and numerous municipalities. Judy Construction Company has constructed more than 150 water and wastewater treatment facilities in Kentucky, Tennessee, Virginia, Indiana, and Ohio. In the July 4, 2005 Engineering News-Record, Judy Construction was ranked as the 116th largest Environmental Contractor in the US. In 1998 they were chosen by the Louisville-Jefferson County Metropolitan Sewer District as their principal partner in the first design/build municipal wastewater treatment plant in Kentucky, the Floyds Fork Wastewater Treatment Plant. In April 2001 Judy Construction Company contracted with the Logan Todd Regional Water Commission for the construction of the first regional and membrane water treatment plant in Kentucky.
Mr. Judy has served two terms on the Kentucky Association of Highway Contractors board of directors, and as Chairman in 2004. In 1988 he served as president of the Associated General Contractors of Kentucky. He served for years on the Construction Engineering Advisory Committee at UK, and was Chairman of the Advisory Committee. Mr. Judy currently serves as a board member of the Kentuckians for Better Transportation. He is a member of the ASCE, NSPE, and the KSPE. Mr. Judy is completing his 12th and final year of service on the Harrison Memorial Hospital Board of Directors, having served three years as chairman. He has served 25 years on the Cynthiana-Harrison County Economical Development Board. Larry currently serves on the Cynthiana Fifth Third Bank Advisory Board. Mr. Judy was awarded the 2003 Cynthiana-Harrison County Chamber of Commerce’s “Businessman of the Year Award”.
Larry and his wife, the former Clara Lou McGinley (Ludy), reside in Cynthiana and have been married for 44 years. Larry and Ludy attend the Cynthiana Christian Church. They have two sons, Morgan and Steve, who are Vice Presidents of Judy Construction Company, one granddaughter and five grandsons.
